As Chief Secretary from 1998-2000, he streamlined administrative coordination and policy execution; as Defence Secretary (2000-2002), he fortified national security frameworks; and during his 2002-2007 Rajya Sabha tenure, he enhanced parliamentary efficiency and traditions, proving that visionary leadership transcends retirement.
